Istanbul Bağcılar İnönü 4+4 GSM Health Center Building is one of the important healthcare infrastructure investments delivered under the Strengthening Healthcare Infrastructure for All (SHIFA) Project, implemented on behalf of the Republic of Türkiye Ministry of Health / General Directorate of Health Investments. ENTAŞ İnşaat Taahhüt Nak. Tes. Tur. San. ve Tic. Ltd. Şti. was also among the key project stakeholders. Located in Bağcılar, Istanbul, the 1,045 m² healthcare building completed its EDGE v3.1.0 certification process under ERKE’s sustainability consultancy. The project achieved EDGE Advanced certification dated July 1, 2026, with 44.65% energy savings, 40.27% water savings, and 32.12% less embodied carbon in materials.
The Strengthening Healthcare Infrastructure for All (SHIFA) Project is a large-scale public healthcare infrastructure program designed to improve the physical capacity, accessibility, and resilience of healthcare services in Türkiye. Financed by the European Union and implemented by the Republic of Türkiye Ministry of Health with the support of the Council of Europe Development Bank (CEB), the project focuses on improving access to healthcare services for migrants, persons under subsidiary protection, and host communities across Türkiye.
SHIFA is not limited to the construction of new healthcare facilities. It also includes the renovation of existing health centers, the establishment of physiotherapy units, the supply of medical equipment, and the distribution of mother-baby kits that directly support healthcare service capacity. Based on the shared project information, the overall scope includes approximately 60 new health centers, 23 renovated health centers, 110 physiotherapy units, 100,000 mother-baby kits, 1 renovated hospital, and 99 units of medical equipment.
Within this broader framework, Istanbul Bağcılar İnönü Health Center represents a strong example of how social impact, public health infrastructure, and environmental performance can be integrated in a single project. The involvement of ENTAŞ İnşaat as a key project stakeholder, the Ministry of Health’s healthcare infrastructure objectives, and ERKE’s sustainability expertise came together to support the building’s achievement of EDGE Advanced certification.
As ERKE, we managed the building envelope, mechanical systems, lighting, and energy infrastructure decisions in line with the EDGE Advanced target. Through strategies such as reduced window-to-wall ratio, insulated bottom floor slab and exterior walls, high-performance glazing, efficient space heating, efficient water heating, efficient interior and exterior lighting, and power factor correction, we enabled the project to achieve 44.65% energy savings. This performance supports both operational efficiency in healthcare buildings and the long-term public value of the SHIFA Project.
Water consumption is a critical performance area in healthcare buildings due to hygiene requirements, user intensity, and operational continuity. In this project, we developed a measurable and practical water efficiency strategy through water-efficient bathroom faucets, efficient water closets, water-efficient kitchen faucets, and water-efficient landscaping. As a result, the building achieved 40.27% water savings, strengthening the resource efficiency of an EDGE certified healthcare building in Istanbul.
For materials, our focus was to reduce the environmental impact of building components in a way that remained aligned with the project’s technical and implementation realities. We managed EDGE-compliant material decisions for floor slabs, roof, exterior walls, interior walls, glazing, and window frames, enabling 32.12% less embodied carbon in materials. The project also reported 18.2 tCO₂/year operational CO₂ savings and 30.15 tCO₂/year operational CO₂ emissions.
Istanbul Bağcılar İnönü Health Center Building was assessed under the Healthcare / Clinics building type and has a certified floor area of 1,045 m². The project achieved EDGE Advanced certification under EDGE v3.1.0 at the Post-Construction stage, meeting the EDGE standard across energy, water, and materials categories. Delivered within the SHIFA Project framework, the building stands as a measurable example of sustainable healthcare infrastructure supported by the coordination of the Ministry of Health, ENTAŞ İnşaat, and ERKE.
EDGE is a green building certification system developed by IFC to measure and improve the resource efficiency of buildings in energy, water, and materials. The system is based on achieving at least 20% efficiencies compared to a local benchmark; EDGE Advanced requires a higher level of energy performance. For high-use facilities such as healthcare buildings, EDGE provides a practical framework to align operational efficiency, environmental impact reduction, and long-term building performance.
In large-scale healthcare infrastructure programs such as SHIFA, sustainability affects not only building performance but also the efficient use of public resources and the long-term resilience of healthcare services. Through the EDGE Advanced strategy we developed for Istanbul Bağcılar İnönü Health Center, ERKE strengthened energy, water, and materials efficiency with measurable performance indicators.
